Method: Modify registry values:
[HKEY_LOCAL_MACHINE] → → the SYSTEM CurrentControlSet Control → → → Locale Nls

Setting key on the right: "(Default)" = "00000409"; "00000804" = "1"

Close the Registry, find the "Control Panel" can be opened.
