windows pip use of domestic sources

Here I use to do the demonstration of Tsinghua source

win + R opens the user directory% HOMEPATH%, pip created folder in this directory, create a file in the pip pip.ini directory, as follows ,

Pip folder in the new code is as follows pip.ini
