vue-create creates VUE3 project-configuration directory

1. Add three folders in the src directory and modify the APP file

         ​ ​ ​ configs: configuration directory

        apis: encapsulated api request

        utils: tools used

2. Create a style folder and a picture folder in the assets folder

 3.Introduce the public style reset.css file and place it in the bottom code block

 4. Create the index.scss file, introduce public styles to facilitate management, and finally introduce it into the main file.
