I don’t know what Microsoft is trying to do. Ever since Edge officially supported the mouse gesture function, this function has been hidden and often disappears and is not allowed to be used. This has been the case from 114 to 116. Even after modifying the shortcut and trying to add --enable-features=msEdgeMouseGestureDefaultEnabled,msEdgeMouseGestureSupportedit, it still doesn't work.
The final solution is to edge://flags/force this function to be turned on.
