2. Resolution process
Since you said I turned on Hyper-V, then find a way to turn it off.

Then I found an article called "Completely Turn off Hyper-V". I have to say that sometimes the title is so attractive, especially when you are desperate. A method was introduced, which basically means copying a boot and closing the Hyper directly in the boot.
Proceed as follows:
1、win+X,选择命令提示符cmd(管理员).执行下面的命令,就是做了原系统引导项的副本,结果是返回一个序列号串:
bcdedit /copy {default} /d "Windows 10 No Hyper-V"
2、引号里的字符串可以随便写,就是取一个名字,然后执行下面的命令:
bcdedit /set {} hypervisorlaunchtype off
After restarting, you will find that the system has an additional boot option "Windows 10 No Hyper-V". After entering, you will find that it can indeed be installed normally.
Attempt 2:
Enter the following command in cmd:
msconfig
Enter [System Configuration], where you can delete the boot.
In the service, you can completely shut down Hyper.
