In the Group Policy Editor, find 【Computer Configuration】-【Windows Settings】-【Security Settings】-【Local Policies】-【User Rights Assignment】-【Change System Time】/【Change Time Zone】

Double-click [Change System Time]/[Change Time Zone] to add and delete the user's permission to change the system time
Just delete the users who do not want to change [Change System Time]/[Change Time Zone], click OK to exit, and the policy will take effect after restarting the system.
Tip: If you want to modify the system time, you can change it by adding your own account
