1. Start - Control Panel - Programs and Features 

2. Enable or disable Windows functions - check "Telnet Client" or "Telnet Client", click OK 

 

3. After clicking OK, wait for the system to make changes, and it will prompt that Windows has completed the requested changes, indicating that it has been enabled successfully.
