open run

Win + R

Enter the command and hit enter

netplwiz 

Create an account with a Microsoft account

Log in to the account with the login password of the Microsoft account

User Accounts -> Users -> Add -> OK

Enter the email address of the Microsoft account -> Next -> Finish

Create a local account

User Accounts -> Users -> Add -> OK

Log in without a Microsoft account -> Next -> Local account

Add username and password (password can be left blank) -> Next -> Finish
