How can I make Treeview resize and keep the Sizegrip in the se corner of the window when I resize the window vertically and horizontally? I have used frames, set sticky="ns" to resize Frame in window and fill='BOTH', expand=True to resize Treeview in Frame.

It is because you are not setting up your frame1 for resizing. First, you need to setup the Toplevel for resizing row 0 and column 0:
win2.grid_rowconfigure(0, weight=1)
win2.grid_columnconfigure(0, weight=1)
Finally, you need to change the frame's sticky to "nsew":
frame1.grid(column=0, row=0, sticky="nsew")
