First of all, you need to make sure that your audio and video are OK, double-click to open TeamViewer 13 , click "Other" - "Options" at the top to open the TeamViewer options interface.
Click to open the audio conferencing and video options on the left, and adjust the volume in the "Voice Input" field in the audio conference to normal.

Then select a suitable camera in the video options until you can see the picture. Click the OK button to exit this interface.

In the "Control Remote Computer" area on the main page of TeamViewer, enter the ID and password of the partner computer, and click Connect to successfully connect to the partner device.

The screen after the connection is successful is shown in the figure. Click the "Communication" - "Video" button in the upper toolbar to initiate a video call. If you can't see the other party's screen after remote control, you can refer to: What should I do if TeamViewer cannot capture the screen?

After a successful video call, a window as shown in the figure below will be displayed in the lower right corner. You can see the other party and yourself through this window to realize a video and voice call.
