Angular2.0 webpack css url image path problem

Secondary development of angular2-seed based on a seed project on angular 2.0 rc4 github 

A few places that need to be modified:

webpack.config.js

Add the following configuration items, it should be noted that node-sass, css-to-string-loader, sass-loader, url-loader must be installed first

footer.ts

footer.scss
