First of all, to configure a domain controller in Windows sever 2003, you must be a system administrator, and the system must have a fixed IP. - In the start menu run, enter "dcpromo", click OK, as shown below

5. Add domain service users in the proxy tool
Account management, check "Domain User Authentication", click "Domain", and add the newly created user.
For example: add the created test user and click OK.
6. Verify that the domain service proxy is successful. - Use IE proxy to verify.
Open IE browser, enter a: https URL in the URL bar, as shown below
Select "Settings" - "Internet Options"

The settings are as follows: IP + port of the proxy server
After setting, click OK, apply, and then visit the webpage again to see if the access is successful. If the access is successful, it means that the proxy server is successfully built.
