C# window control Dock position order adjustment method

For the controls of C# forms, you can set their positions by setting the DOCK property. For example, there are 2 Panels (Panel1, Panel2). The Dock properties you set are all = TOP. Generally, according to the order in which Panels are placed in the window, Panel1 will be placed. At the top, Panel2 will be below Panel1. When I want to put Panel2 on the top and Panel1 on the bottom of Panel2, there is a problem, and it can't be adjusted. 
  

Click the control on the IDE, click the right mouse button, and use "Send to Back" and "Send to Front" to set the order of placement. (recommended method)
