2. Windows system click the red box
3. Download to the location and modify it according to the location of the installed R package. After downloading, find it and extract it to the current folder.

I asked a friend or the original download method install.packages("maps"), install.pcackages("maptools"), install.packages("mapdata"), and it was successful.
