1. Check your eclipse version (mine is Neon)
2. Go to http://www.eclipse.org/babel/downloads.php to find the corresponding eclipse version
3. Download the required language pack (I download Simplified Chinese)
4. Unzip the file and copy the file to the directory of the eclipse software.
5. Restart eclipse.
