Environment variable series: Why doesn't setting environment variable work?

• Today I found that setting environment variables does not work. After consulting a lot of information, I found that environment variables are divided into system environment variables and user environment variables. Setting user environment variables can take effect immediately, but setting system environment variables requires restarting the computer.
