Announcement of the Ministry of Housing and Urban-Rural Development on Issuing the Industry Standard
"Technical Code for Construction Safety of Deep Foundation Pit Engineering"

The "Technical Code for Construction Safety of Building Deep Foundation Pit Engineering" is now approved as an industry standard, numbered JGJ311-2013, which will be implemented on April 1, 2014. In this chapter, Article 5.4.5 is a mandatory provision and must be strictly implemented.
This code is published and issued by the China Construction Industry Press organized by the Institute of Standards and Ratings of our Ministry.

1 General
Rule 1.0.1 is to ensure the safety of foundation pit engineering in the construction, use and maintenance of deep foundation pit engineering, achieve advanced technology and protect the environment. This code is formulated .
1.0.2 This code is applicable to the construction, safe use and maintenance management of deep foundation pits of buildings with an excavation depth greater than or equal to 5m.
1.0.3 The construction, safe use and maintenance of building deep foundation pits shall not only comply with this code, but also comply with the provisions of relevant national standards.

2 Terminology
2.0.1 Building deep foundation pit refers
to the space where the underground part of the building (structure) is constructed and the underground facilities and equipment are buried. It is excavated from the ground down, and the depth is greater than or equal to 5m.
2.0.2 The safety level of foundation pit engineering construction is
based on the engineering foundation design level, combined with the safety of the foundation pit body, the safety of the engineering pile foundation and foundation construction, the soil layer of the sidewall of the foundation pit and the load conditions, and the environmental safety. standard. It is the basic basis for the safety technology and management of foundation pit construction.
2.0.3 The dynamic design method
verifies the geological conclusions, design parameters and design schemes based on the geotechnical conditions and on-site monitoring data fed back from the construction, and timely supplements and modifies the original design design methods when the design conditions change significantly.
2.0.4 Information construction method
According to the geological conditions and monitoring data of the construction site, the geological conclusions and design parameters are verified, the construction safety is judged and the construction method of the construction plan is adjusted in time.
2.0.5 Safety
pre- warning During the construction of foundation pits, through condition monitoring, the pre-warning and prior control of the signs that may cause safety accidents are adopted, and technical measures of timing prompts are adopted.
2.0.6 Emergency plan:
For accidents or disasters that may occur during the construction of foundation pits, comprehensive and specific measures are formulated in advance to quickly, orderly and effectively carry out emergency and rescue operations and reduce accident losses.
2.0.7 Risk assessment
The technical activity of identifying, analyzing and evaluating the possibility of safety risks of deep foundation pits and their damages.
2.0.8
The phenomenon that the soil is in a floating or flowing state under the action of seepage. For clay, it appears as the floating of larger soil blocks, and for non-cohesive soil, it shows sand movement and sand boiling.
2.0.9 Piping
is the phenomenon that the fine particles in the soil are lost in the pores formed by the coarse particles under the action of seepage.
2.0.10 Basin excavation
The soil is reserved on the inner side of the side wall of the foundation pit, and the remaining soil of the foundation pit is excavated to form a basin-like foundation pit. After the support is formed, the inner side of the side wall of the foundation pit is excavated and the soil is reserved for excavation.
2.0.11 Island
excavation is the excavation method in which the surrounding soil of the foundation pit is excavated first, and the central mound is finally excavated. The central mound can be used as the fulcrum of the temporary structure during construction.
2.0.12 Expansive rock-soil
is formed under geological action, a geological body with multiple fissures mainly composed of clay minerals with strong hydrophilicity and significant expansibility. It is also called expansion and contraction soil, which is a special kind of soil.
2.0.13 Construction inspection During the construction of
foundation pits, control the quality of raw materials, construction machinery, construction technology, and construction parameters.
2.0.14 Construction Monitoring During the
construction of a foundation pit, measurement, monitoring, inspection, and early warning of the foundation pit and surrounding environment are carried out.
2.0.15 Special soil foundation pit engineering General term for foundation pit engineering in
expansive rock soil, foundation pit engineering affected by freezing and thawing, and foundation pit engineering in high-sensitivity soft soil.

3 Basic regulations
3.0.1 Construction of deep foundation pit engineering should be based on factors such as deep foundation pit engineering geological conditions, hydrogeological conditions, surrounding environmental protection requirements, supporting structure type and service life, construction season and other factors, paying attention to regional experience, local conditions, and careful Organize to ensure safety.
The classification of the construction safety level of deep foundation pit engineering should be based on the foundation design level specified in the current national standard "Building Foundation Design Code" GB50007, combined with the safety of the foundation pit, the safety of the engineering pile foundation and the foundation construction, the soil layer and the load on the sidewall of the foundation pit Conditions, environmental safety and other factors are determined in accordance with Table 3.0.1.
