Record a solution when Latex encountered Something's wrong--perhaps a missing \item during the process of generating references.

 

Because of the need for paper writing, I recently studied the automatic generation of references in ieee journals.

I encountered the problem of Something's wrong--perhaps a missing \item.

Searched many places on the Internet but there is no answer. Suddenly thought that could it be a coding problem?

Open the bib file, change the encoding format from UTF-8 to ANSI, and you're done! ! !
