solution

1. No method over the wall of the
   open Sublime Text > Preferences > Package Settings > Package Control > Settings - User
   
   and then add the following feature configuration

2. Need over the wall
   Enabling ss, configure the proxy settings sublime
   likewise open Sublime Text > Preferences > Package Settings > Package Control > Settings - User
   the following configuration items (fill in your own address proxy address)

"https_proxy": "https://127.0.0.1:1087",
