As can be seen from the above information error because the system boot and system partitions on different disks, and these two partitions required Azure the same disk.

View Microsoft kb that, prior to version 9.20, and the system will boot partition / volume is not a supported configuration placed on different disks. Version 9.20 began to support this configuration. Please use the latest version to get this support.
