¿Es mejor para anular DefaultHttpRequestRetryHandler como se muestra a continuación?

Conclusión
- La calidad de la comunicación SSL es la misma que cuando se utiliza java8.
- El problema que subyace en el servidor o la red todavía existe, pero el impacto de java11 se ha resuelto.
