Is there a platform independent way (Java?) To read audio CD's TOC?

I want to avoid as much as possible the use of native libraries for Linux , Windows and Mac OS X, there must be a better way to solve this problem.

Sorry, you are unlucky. You will need to JNI, and for different platforms, it will vary undesirably basic Java library covers almost universal mission and hardware. CD drive is not, nor is considered CD driver.
