Data display is garbled
Here we take a piece of "mobile base station" data as an example. Drag and drop it directly into ArcMap to open it.

In the right-click menu of the layer, select "Open Attribute Table" to view the attribute table of the mobile base station layer.

Copy the decoded file to the same directory as the data and rename it to the same file name as the data, as shown in the figure below.

Now, close the previously opened layer and then reopen it in ArcMap.
