vivado2017.3 does not support the window10 update (version 1709), so "Error when launching vivado.bat: Launcher time out" will pop up.
The solution is as follows:
(1) Go to the xilinx\2017.3\bin\unwrapped\win64.o folder
(2) Backup the "vivado.exe" file and rename "vivado.exe" to "vivado.exe.backup".
(3) Copy "vivado-vg.exe" in this folder
(4) Rename "vivado-vg - copy.exe" to "vivado.exe"
After completing the above steps, vivado can run normally.
