National Competition for Primary and Secondary School Students", which reads as follows:
各省、自治区、直辖市教育厅（教委），新疆生产建设兵团教育局：
按照《教育部办公厅印发<关于面向中小学生的全国性竞赛活动管理办法（试行）>的通知》要求，经自主申报、专家评审和公示等程序，确定“全国青少年科技创新大赛”等29项竞赛活动为2019年度面向中小学生开展的全国性竞赛活动。为进一步加强竞赛活动监管，现提出如下工作要求。
一、严格落实属地管理责任
地方各级教育行政部门是规范管理中小学生竞赛活动的责任单位，要加大对违规举办竞赛的查处力度，除本次公布的竞赛活动以及根据教育教学需要，由教育部按规定组织开展的竞赛活动以外，其他所谓全国性竞赛包括通过网络形式举办的全国性竞赛均不合规，不得在任何区域内实施。特别要加强研判，加大对名为“活动”，但实际体现了竞争性，增加了中小学生负担的“变相竞赛”的查处力度。
二、加强竞赛活动日常监管
各级教育行政部门要采取调研巡查、广泛接受群众举报等措施，加强对竞赛组织实施的监督管理，发现本次公布的竞赛活动存在擅自扩大竞赛范围、强迫或诱导学生参赛、收费、推销书籍或商品、举办有关培训、竞赛成绩与中小学招生入学挂钩等违规行为的，要及时查处并将有关情况上报教育部。
三、不断完善管理制度体系
各省级教育行政部门归口管理行政区域内面向中小学生的竞赛活动，要参照《教育部办公厅印发<关于面向中小学生的全国性竞赛活动管理办法（试行）>的通知》精神，结合本地实际，研究制订行政区域内中小学生竞赛监管办法，特别要严格主办方资质，突出素质教育导向，坚持“零收费”和公平自愿原则，严控面向义务教育阶段学生和学科类的竞赛活动。各地要于2019年12月底前全部出台行政区域内中小学生竞赛活动管理办法。
各地有关工作情况请及时报教育部基础教育司。
